The history behind the design:

American Flag is made in such a way that 50 stars on the flag represent
the 50 states of the United States of America and the 13 strips represent
the thirteen British colonies that declared independence from the
Great Britain and became the first ever state of US.
the design of the flag has been modified officially 26 times since 1777.
Flag resolution of 1777:
At the time of independence, flags with " stars, white in a blue field"
was not adopted by Continental Congress for another year. The flag
contemporaneously known as " the Continental Colors" has been
declared as the first National Flag.
On June 14, 1777, the Second Continental Congress passed the Flag
14 June is Resolution of Flag Day. The 1777 resolution was most probably meant to define a naval ensign.

Reference of America, 10th edition.
